UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new study of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise service redesigns and utilising savings to manage growing financial challenges.”

Specific Examples of Planned Disposals

One local authority in Kent announced its property management strategy included the disposal of a retail complex in a local town and a social club in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the key cities group, which covers several urban centers, also found that over seven in ten of councils will need to increase local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently also found council budgets being stretched by the increasing figures of children and adults needing special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study found.
